Preparing for the health workforce of tomorrow

Ενώ στην Ελλάδα οι νέοι γιατροί σφάζονται για μια θέση στον ήλιο, σε άλλες χώρες της ΕΕ υπάρχει έλλειψη.

Πάντως, μέσα στα επόμενα 2-3 χρόνια, είναι βέβαιο ότι κάποια ρύθμιση θα γίνει σε Ευρωπαϊκό επίπεδο (όχι βέβαια για να λύσει το "άλυτο" Ελληνικό πρόβλημα - δεν ξέρουμε και αν θα είμαστε μέσα ή αν θα υπάρχουμε).

Αυτό τουλάχιστον δείχνει η κινητικότητα που υπάρχει στο θέμα του σχεδιασμού του ανθρώπινου δυναμικού του τομέα της υγείας από το 2008. Στους σχεδιασμούς είναι βέβαιο ότι θα περιλαμβάνονται και ρυθμίσεις για την ιατρική εκπαίδευση.

Πριν να γίνουν οριστικοί σχεδιασμοί βέβαια -και να ληφθούν αποφάσεις- αναμένονται τα αποτελέσματα του project PROMeTHEUS (βλ. και σύνδεσμο παρακάτω).

Background

The health workforce is an essential component of health systems and a critical factor for their performance.

The ability of health systems to respond effectively to the challenges they face and to take maximum benefit of the investments and progress in health care largely depends on the configuration of human resources for health (HRH). To achieve their fundamental goals, health systems need to rely on sufficient, well-trained, motivated and supported health workers.

Even if for a longer time this human capital has been somewhat overlooked – or at least taken for granted - in health reform debates,
it has gradually become a common concern for all Member States
. In recent years, countries have been increasingly struggling with growing shortage of health professionals as well as with
maldistribution
,
both
geographically
and
in terms of specialties and skills needed
.

Another important challenge for the health workforce is to keeping pace with medical knowledge and technological progress, requiring constant updating of health professionals’ training as well as shifts in the distribution of professional tasks. Due to the growing complexity of healthcare but also the growing incidence of chronic conditions, healthcare workers are required to better coordinate their work, which also involves organisational changes.

All these changes take place in the face of growing internationalisation, also within the health sector. As European integration has opened up possibilities for health professionals to study, work and improve their skills and knowledge across borders, it is creating positive opportunities for both health systems and individual healthcare workers as well as generating challenges, especially for source countries loosing health professionals to countries and institutions that can offer better remuneration and working conditions. The ongoing financial and economic crisis may fuel these movements even further.

However, health professional mobility cannot be considered in isolation. It is part of a wider problem in national health workforce policies which are confronted with increasing pressures both in terms of demand and supply. Given their complexity and cross-boundary nature these health workforce challenges require a concerted and integrated approach to address them effectively. Therefore, workforce strategies need to involve different sectors and departments (horizontal dimensions) as well as different administrative levels, from local to international (vertical dimension).
